Since Toni did not get gas after leaving the traffic stop, someone is lying. It’s impossible to believe she would have skipped gassing up if she really told him that. I believe Toni’s actions are truthful.
“He said she said something to the effect that she needed to get gas,” said Caldwell.
Our PD vehicles were upgraded about 5 years ago to have the GPS integrated into vehicle. It depends on how old the departments radio’s and equipment are. They had dashcam at illegal lane change made by Toni, it would be recorded. But, if he did not call it in, or flip the lights there is a chance that moment may not be retrievable by now as it has been such a long period of time. I do not know anyone at that department to verify equipment but I do have a good friend in Lenexa at PD I can ask. The Police department does not have to release dashcam video and won’t from what Other officers at different PD’s have said. My gut has always said that this had to do with the people (dealer) she was supposed to meet up with. I really feel like your CI scenario or her meet up went sideways somehow. If this officer is / was a suspect at all, they would have another agency take over the investigation and he would have been placed on admin leave during this investigation. It would have been all over the news. I’m still not completely disregarding this theory by any means, just stating what would have happened if he were in question at all by dept. Also, I would think if they have dashcam they would have very up to date equipment in their vehicles. I haven’t seen their equipment, that is an assumption based upon dashcam, and area.

Then, just like her GPS, Toni’s cellphone would also mysteriously go dead while she’s at the wheel, leaving no way for police to trace her movements.
Police made another disturbing discovery: Toni’s last known words sent in a text message to her friend Roxy just before her phone died.
1. Toni wasn’t pulled over — oops, yes, she ended up having been pulled over
2. Toni was pulled over at 4:40-ish — after the parents released information about the bank declines at 4:30-ish , suddenly police say ooops. she was actually pulled over at 4:25 or whatever.
3. It gets said that they are analysing Toni’s iCloud data and then later it’s obvious that they still haven’t gotten access to it — or at minimum aren’t sharing that.
The phone is constantly communicating via internet and tower. Unless it is turned off, or in airplane mode.
The phone was “ON” still until that time. Even if the phone was waterproof, it would not transmit any type of signal under water for that long. So, at this point I am left wondering WHEN she went in to the water, and was the phone in the vehicle.

This article shows that they searched every lake and pond in Parkville, and found it Wednesday but couldn’t get divers in the water until Friday.

“But we didn’t report it to law enforcement until Thursday morning because they were already gone for the day,” Watters said.
